Most vendors are in assessment and planning phases. Unrealistic demands (e.g. immediate PQC deployment) cause friction or misleading commitments. Reasonable expectations: acknowledgment of PQC risk, commitment to crypto agility, periodic updates. Governance focuses on direction and intent, not deadlines.
